How to wrongfully import an International Economics textbook

This is from the back of Krugman and Obstfeld’s International Economics (Pearson International Edition, 7th):

This is a special international edition of an established title widely used by colleges and universities throughout the world. Pearson Education International published this special edition for the benfit of students outside the United States and Canada.If you purchased this book within the United States or Canada you should be aware that it has been wrongfully imported without the approval of the publisher.

Wrongfully imported? I cannot find this word in the index, and there is no mention of it in the whole book. Is wrongful importation the cause of the US trade deficit? Do you really have to get the approval of a producer before exporting the product? Do people at Pearson read the books they publish? Never mind.
